is reporting that Stafford, Texas is one of a number of municipalities in which city officials are taking steps to reserve land for uses exclusive of religious groups.  A number of cities around the nation have tried to restrict land use because churches do not pay property taxes, according to law.  The idea behind the law is that religious institutions contribute more benefits to the community than the taxes would provide, and that they are non-profit organizations by nature.
