Phoenix is having a particularly tough time keeping predators from taking advantage of teens.

The Phoenix Police Department recently identified 60 pimps in the city bent on luring children into prostitution — by trolling area malls. More shockingly, it’s not just happening in Phoenix.

The Phoenix Police Department spends as much as 40 percent of its work combating juvenile prostitution. In response, City Councilwoman Peggy Bilsten has created a task force to study child prostitution — and initiate community conversations in an effort to toughen Arizona laws.

Bilsten warned that the predators are targeting girls as young as 11.
